The government recently announced a consultation to consider a "light touch system" for licensees seeking to apply for "minor" variations to their premises licence or club premises certificate.

It is hoped that any licensed premises that wants to make a minor change to the terms of their licence, for example a small-scale refurbishment, will be able to avail themselves of a simpler and quicker process provided the variation:

  • does not affect the licensing objectives; and
  • does not involve alcohol.

A minor variation will be defined as any change that 'could have no adverse effect' on the promotion of the licensing objectives. However, local authorities will have the ultimate say on whether or not a variation is 'minor'.

Please note that the following changes relating to alcohol will be legally excluded:

  • the addition of the sale or supply of alcohol to a premises licence or club premises certificate;
  • the sale or supply of alcohol at any time between 11pm and 7pm; and
  • any increase in the amount of time on any day during which alcohol may be sold or supplied.

The consultation will run until 1 September.
